Add "Email Admins" to namespace manager

I'd like to have an option to only email admins. For things related to namespace management, I don't really want to pester regular users, I want to talk to the admins only. I'm also doing that so I can check if the admins are active and responsive to issues in their namespace. If admin is unresponsive, it would be good to know.
