ObservableHQ resources usage dashboards improvements

For Tom:

• Add stacked vertical bar graph for CPU/GPU usage over a time period.
• Also need to add a way to filter by namespaces

For Frank:

• a spreadsheet that has all use of CPU, GPU, and FPGA hours for each project within 2024, i.e. from Jan 1st 0:00 hours to Dec. 31st 23:59:59 h. For each project, include name of the project, project description, PI name, institution, consumption.
• log-log plot of CPU vs GPU consumption by project
• same as above but by institution.
